Just checking the official MUNCH (Member Union National Cheese Harvesters) handbook and to quote regulation 34 section D sub section 14, it does say than any request in respect of a change of 'Munch status/title' must go before an official 'Munch Regulatory Committee' for a decision.

Meanwhile, that committee should comprise of the following:

and either ..

One 30-plus year Brown Owl or
One qualified chicken trainer

As such, it could take a while to arrange ...
